At this time also, the Liberals were worrying about losing votes and the new Labour Party were promising social reforms. These reforms could easily be seen as politically advantageous and a rather selfish answer to the challenge from the Labour Party. The Liberal reforms also came about because of their genuine concern from the poor that had been provoked by the reports from men like Booth and Rowntree. As well as this, there were also other factors that contributed to the passing of the Liberal Reforms like the spread of municipal socialism.
There was also the concern about national efficiency and security. This essay will look at the various motives for the social reforms that took place and it will become obvious that the Liberal Reforms were mainly a result of the reports from Booth and Rowntree coupled with the timing of the Boer War which was cause for concern for national security. The first underlined bit is the context, what was going on at the time, the italicised bit is the issues, the issue s from the question, the bold bit is the debate, what other arguments you are going to include in your essay, and the last underlined bit is the signpost, this is the bit that clearly marks out what you are going to do in your essay.
In order to gain the best marks for structure you should start with the argument you think is the most important or the issue mentioned in the question, then go from most important to least important. The idea behind this is that the marker will remember your first and last paragraphs more, therefore you want them to be strong. Try and find a few quotes from some historians to back up your point, as this will bump up your grade. Hope that helped and best of luck with your prelims!
